AN ACT ESTABLISHING SAFE STAFFING COMMITTEES FOR EACH CORRECTIONAL FACILITY. Be it enacted by the Senate and House of Representatives in General Assembly convened: That title 18 of the general statutes be amended to establish safe 1 staffing committees: (1) For (A) each adult correctional facility 2 composed of the warden of each facility, one deputy warden, one 3 captain, one lieutenant, two line officers with at least five years of 4 experience, one counseling supervisor, one counselor, one nursing 5 supervisor, two nurses, one facility physician, one licensed social 6 worker, one addictions services specialist, one teacher and one technical 7 job trainer, or their designees, and the Corrections Ombuds or the 8 ombuds' designee, and (B) each youth facility, which shall include the 9 membership described in subparagraph (A) of this subdivision and two 10 staff members of the Department of Children and Families; (2) for which 11 members shall be selected by the warden unless the job category has 12 unionized members, in which case the union shall decide which 13 member to appoint to the staffing committee; (3) that shall establish safe 14 officer post standards and safe staffing standards by shift for all job titles 15 Proposed Bill No. 6515 LCO No. 3398 2 of 2 they represent to meet facility needs and promote a safe environment 16 and positive outcomes; and (4) that shall report such standards to the 17 joint standing committee of the General Assembly having cognizance of 18 matters relating to the Department of Correction. 19 Statement of Purpose: To establish safe staffing committees for each correctional facility within the state to develop safe officer post standards and safe staffing standards by shift for all job titles they represent to meet facility needs and promote a safe environment and positive outcomes.
