AN ACT CONCERNING THE DEVELOPMENT OF MATERIALS TO PROMOTE AWARENESS AND ACCEPTANCE OF PERSONS WITH COGNITIVE IMPAIRMENTS OR DISABILITIES WHEN INTERACTING WITH FIRST RESPONDERS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to (1) require the Commissioner 1 of Developmental Services to develop and make available color-specific 2 envelopes that (A) provide written information and guidance on the 3 outside of the envelopes regarding ways to enhance effective interaction 4 and communication between a state and local police, emergency 5 medical services, emergency medical services personnel and firefighters 6 and a person with cognitive impairments or disabilities or physical 7 impairments or disabilities, (B) printed recommendations to the 8 responding law enforcement officer with tips for interactions to help 9 promote enhanced communication and accommodation between law 10 enforcement and community members, and (C) are capable of holding 11 a person's motor vehicle operator's license, registration, insurance 12 identification card and may include any information or materials related 13 to an individual's cognitive impairment or disability or physical 14 Proposed Bill No. 6602 LCO No. 2124 2 of 2 impairment or disability, (2) establish a training curriculum for first 15 responders on best practices when interacting with a person with 16 cognitive impairments or disabilities, and (3) require the Commissioner 17 of Developmental Services, in consultation with the Commissioner of 18 Motor Vehicles, to develop and make available informational materials 19 that promote awareness and acceptance of persons with cognitive 20 impairments or disabilities. 21 Statement of Purpose: To better serve persons with cognitive impairments or disabilities or physical impairments or disabilities by developing materials and training to promote awareness, safety and effective communication.
