Explanation
The bill makes various procedural changes for petitioned hearings on
Department of Energy and Environmental Protection (DEEP) licenses
and aligns Connecticut’s compensatory mitigation process with federal
requirements. Additionally, the bill requires to DEEP to submit a report
evaluating potential improvements to its Endangered Species Act
environmental reviews. None of the changes contained within the bill
result in a fiscal impact as DEEP has the staff and expertise necessary to
complete the tasks.
