Explanation 
The bill expands what constitutes a substantial conflict of interest 
under the State Code of Ethics for Public Officials and adds to what may 
be considered a false statement, resulting in a potential minimal revenue 
gain to the General Fund from fines. It is anticipated that few, if any, 
additional individuals will be charged under this bill.

 The annualized ongoing fiscal impact identified above would 
continue into the future subject to the number of offenses and related
