Researcher: SL Page 1 3/18/25 OLR Bill Analysis HB 6937 AN ACT CONCERNING MEDICAID COVERAGE FOR MEDICALLY NECESSARY CHILDREN'S DIAPERS. SUMMARY This bill requires the Department of Social Services commissioner to amend the Medicaid state plan to provide Medicaid coverage for medically necessary diapers for children ages three or younger. Under the bill, a physician, physician assistant, or advanced practice registered nurse must determine the diapers are medical necessary to prevent or treat (1) severe and persistent diaper dermatitis, urinary tract infection, or other skin disease related to inadequate diaper hygiene or (2) other health conditions, including developmental, psychiatric, or neurological conditions that cause an unusual need to void or delayed developmentally appropriate toileting behavior. The bill requires the commissioner to report, by September 1, 2026, the following to the Human Services Committee: 1. the number of children ages three or younger determined to have a medical necessity for diapers in the prior fiscal year, 2. the cost to the state to provide Medicaid coverage for diapers for these children, and 3. estimated state Medicaid cost savings for treating potential health care conditions avoided by providing Medicaid-covered access to diapers.
