Explanation 
The bill requires the state to post vacant positions in certain agencies 
ten days after the vacancy occurs. The direct cost associated with 
posting the positions costs $745,763 ($530,000 in salary for five positions 
and $215,763 in fringe). These five positions are required to ensure 
vacant positions result in postings within the ten-day requirement.  
There are also costs associated with the indirect impact of these 
changes which are indeterminate. These costs would include any 
changes to the current process of hiring new employees as well as any 
increased workload associated with increasing the number of job 
openings posted by the state. The current process is highly automated 
and integrated into other human resources, budget, accounting, and

administrative processes. Changes to those processes would impact 
multiple agencies and systems and would not be complete by the July 
1, 2025, effective date of the bill.

The annualized ongoing fiscal impact identified above would 
continue into the future subject to inflation.
