AN ACT REQUIRING A REPORT CONCERNING THE USE OF BODY 
SCANNING MACHINES AND STRIP AND CAVITY SEARCHES IN 
CORRECTIONAL FACILITIES. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) On or before January 1, 2026, the 1 
Commissioner of Correction shall submit a report, in accordance with 2 
the provisions of section 11-4a of the general statutes, on the status of 3 
the procurement of body scanning machines for use in correctional 4 
facilities and information concerning the conduct of strip and cavity 5 
searches in such facilities to the joint standing committees of the General 6 
Assembly having cognizance of matters relating to the judiciary and 7 
government oversight. Such report shall include, but need not be 8 
limited to: (1) The status of the procurement of body scanning machines, 9 
(2) the estimated costs associated with the installation and use of body 10 
scanning machines in the public entrance areas of all correctional 11 
facilities, (3) recommendations regarding the number of body scanning 12 
machines that would be required for placement in the public entrance 13 
areas of correctional facilities, (4) the capability of body scanning 14 
machines to reduce the level of contraband brought into correctional 15

facilities by those visiting such facilities, (5) the number of strip searches 16 
and cavity searches of persons who are incarcerated that have occurred 17 
during the prior calendar year, broken out by correctional facility, (6) 18 
whether there have been any lawsuits filed concerning such strip 19 
searches or cavity searches, and if so the result of such lawsuits, and (7) 20 
a copy of the current policy concerning the conduct of such searches, 21 
including any training requirements for correctional officers concerning 22 
the conduct of such searches. 23 
This act shall take effect as follows and shall amend the following 
sections:

Statement of Purpose:   
To require the Department of Correction to report concerning the 
potential use of body scanning machines in correctional facilities and 
policies and information concerning the conduct of strip searches and 
cavity searches of persons who are incarcerated.
