Explanation
The bill, which replaces the current $110 per diem payment for the
part-time members of the Board of Pardons and Paroles with an amount
determined by Department of Administrative Services (DAS), results in
a cost to the Department of Correction ranging from $0 to $192,000 in
FY 26 and FY 27, to the extent that these per diem payments are
required.
The new per diem rate is estimated to be about $430 and each of the
five part-time board members are anticipated to work up to 120 days
per year. However, these positions are currently vacant. Each position
that is filled is estimated to incur a cost of $38,400 annually, which is the
difference between $430 and $110 times 120 days.

The annualized ongoing fiscal impact identified above would
continue into the future subject to the per diem rate set by DAS.
