LCO No. 5627 1 of 2 General Assembly Raised Bill No. 7205 January Session, 2025 LCO No. 5627 Referred to Committee on GOVERNMENT ADMINISTRATION AND ELECTIONS Introduced by: (GAE) AN ACT ESTABLISHING A PILOT PROGRAM FOR THE PUBLIC FINANCING OF MUNICIPAL CHIEF EXECUTIVE OFFICER CAMPAIGNS IN CERTAIN DISTRESSED MUNICIPALITIES FOR THE 2027 MUNICIPAL ELECTION. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) (a) As used in this section, "distressed 1 municipality" has the same meaning as provided in section 32-9p of the 2 general statutes, and "population" means the estimated number of 3 people according to the most recent version of the State Register and 4 Manual prepared pursuant to section 3-90 of the general statutes. 5 (b) Notwithstanding the provisions of section 7-192a of the general 6 statutes, the State Elections Enforcement Commission shall establish a 7 pilot program for the public financing of campaigns of candidates for 8 the municipal office of chief executive officer, who agree to limit 9 campaign fund raising and expenditures, at the 2027 municipal election 10 in each distressed municipality with a population of less than twenty-11 five thousand. Public financing under such pilot program shall not be 12 deemed to be public funds for the purposes of subsection (d) of section 13 Raised Bill No. 7205 LCO No. 5627 2 of 2 9-610 of the general statutes. A candidate for the municipal office of chief 14 executive officer who decides not to participate in such program shall 15 be subject to the provisions of chapter 155 of the general statutes. 16 This act shall take effect as follows and shall amend the following sections: Section 1 from passage New section Statement of Purpose: To establish a pilot program for the public financing of municipal chief executive officer campaigns in certain distressed municipalities for the 2027 municipal election.
