LCO No. 6532 1 of 3 General Assembly Raised Bill No. 7243 January Session, 2025 LCO No. 6532 Referred to Committee on GOVERNMENT ADMINISTRATION AND ELECTIONS Introduced by: (GAE) AN ACT CONCERNING THE REGULATION OF STATE ETHICS. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. Subsection (h) of section 1-81 of the general statutes is 1 repealed and the following is substituted in lieu thereof (Effective October 2 1, 2025): 3 (h) The Citizen's Ethics Advisory Board shall adopt regulations, in 4 accordance with the provisions of chapter 54, to carry out the purposes 5 of this part. Such regulations shall not be deemed to govern the conduct 6 of any judge trial referee in the performance of such judge trial referee's 7 duties pursuant to this chapter. 8 Sec. 2. Subsection (a) of section 1-92 of the general statutes is repealed 9 and the following is substituted in lieu thereof (Effective October 1, 2025): 10 (a) The Citizen's Ethics Advisory Board shall adopt regulations, in 11 accordance with the provisions of chapter 54, to carry out the purposes 12 of this part. Such regulations shall not be deemed to govern the conduct 13 of any judge trial referee in the performance of such judge trial referee's 14 Raised Bill No. 7243 LCO No. 6532 2 of 3 duties pursuant to this chapter. Not later than January 1, 1992, the board 15 shall adopt regulations, in accordance with the provisions of chapter 54, 16 which further clarify the meaning of the terms "directly and personally 17 received" and "major life event", as used in subdivision (5) of section 1-18 79 and subdivision (7) of section 1-91. 19 Sec. 3. Subsection (f) of section 1-96 of the general statutes is repealed 20 and the following is substituted in lieu thereof (Effective October 1, 2025): 21 (f) The Citizen's Ethics Advisory Board shall, by regulations adopted 22 in accordance with the provisions of chapter 54, establish minimum 23 amounts for each item required to be reported, below which reporting 24 may be made in the aggregate. The provisions of this subsection shall 25 not apply to expenditures made for the benefit of a public official or a 26 member of such person's staff or immediate family. 27 Sec. 4. Section 1-101 of the general statutes is repealed and the 28 following is substituted in lieu thereof (Effective October 1, 2025): 29 Each individual who is a lobbyist shall, while engaged in lobbying, 30 wear a distinguishing badge which shall identify him as a lobbyist. The 31 size, color, material and other requirements of such badge shall be 32 prescribed by regulation of the Citizen's Ethics Advisory Board, 33 adopted in accordance with the provisions of chapter 54. 34 This act shall take effect as follows and shall amend the following sections: Section 1 October 1, 2025 1-81(h) Sec. 2 October 1, 2025 1-92(a) Sec. 3 October 1, 2025 1-96(f) Sec. 4 October 1, 2025 1-101 Statement of Purpose: To make technical changes to statutes concerning the regulation of state ethics.
