MASTROFRANCESCO, 80th Dist. AN ACT PREVENTING POLITICAL BIAS IN THE CLASSROOM. Be it enacted by the Senate and House of Representatives in General Assembly convened: That title 10 of the general statutes be amended to (1) prohibit the 1 development, adoption or teaching of a curriculum for students in 2 grades kindergarten to twelve, inclusive, that includes the teaching of 3 biased political ideology or makes any individual feel discomfort, guilt, 4 anguish or any other form of psychological distress on account of the 5 individual's race or sex, and (2) define (A) "biased political ideology" as 6 the following concepts: (i) One race or sex is inherently superior to 7 another race or sex, (ii) the state of Connecticut or the United States of 8 America is fundamentally racist or sexist, (iii) an individual, by virtue 9 of the individual's race or sex, is inherently racist, sexist or oppressive, 10 whether consciously or unconsciously, (iv) an individual should be 11 discriminated against or receive adverse treatment solely or partly 12 because of the individual's race or sex, (v) an individual's moral 13 character is necessarily determined by the individual's race or sex, (vi) 14 an individual, by virtue of the individual's race or sex, bears 15 Proposed Bill No. 43 LCO No. 98 2 of 2 responsibility for actions committed in the past by other members of the 16 same race or sex, (vii) any individual should feel discomfort, guilt, 17 anguish or any other form of psychological distress on account of the 18 individual's race or sex, (viii) meritocracy or traits such as hard work 19 ethic are racist or sexist, or were created by a particular race to oppress 20 another race, or (ix) any other form of race or sex stereotyping of any 21 other form of race or sex scapegoating, (B) "race or sex stereotyping" as 22 ascribing character traits, values, moral and ethical codes, privileges, 23 status or beliefs to a race or sex or to an individual because of the 24 individual's race or sex, and (C) "race or sex scapegoating" means 25 assigning fault, blame or bias to a race or sex or to members of a race or 26 sex because of the individual's race or sex and similarly encompasses 27 any claim that any particular race or sex is responsible for society's ills. 28 Statement of Purpose: To prevent political bias in the classroom.
