AN ACT PROHIBITING CERTAIN ZERO -CARBON POWER
PURCHASE AGREEMENTS ABOVE WHOLESALE RATES.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
That title 16 of the general statutes be amended to prohibit the 1
Commissioner of Energy and Environmental Protection from entering 2
into or approving any power purchase agreement with a zero-carbon 3
electricity generating source if such agreement provides for the 4
purchase of electricity at a rate that exceeds the wholesale rate for such 5
electricity. 6
Statement of Purpose:
To prohibit the Commissioner of Energy and Environmental Protection
from entering into or approving any power purchase agreement with a
zero-carbon electricity generating source if such agreement provides for
the purchase of electricity at a rate that exceeds the wholesale rate.
