AN ACT CONCERNING EXECUTIVE BRANCH PLANNING AND
PERFORMANCE.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
That chapter 50 of the general statutes be amended to require (1) each 1
executive branch agency to create an annual performance plan that 2
outlines the agency's strategic and operational priorities; (2) each such 3
agency to create an annual performance report that summarizes the 4
agency's performance plan and its progress toward strategic and 5
operational goals; (3) regular performance evaluations of each such 6
agency's progress toward goals outlined in its performance plan; and (4) 7
legislative public hearings for agencies to present their performance 8
plans to their respective committee of cognizance. 9
Statement of Purpose:
To formalize a measurable performance management system in the state
to foster an accountable, responsive and transparent government.
