LCO No. 192 1 of 2 General Assembly Proposed Bill No. 140 January Session, 2025 LCO No. 192 Referred to Committee on GOVERNMENT ADMINISTRATION AND ELECTIONS Introduced by: SEN. CICARELLA, 34th Dist. AN ACT ESTABLISHING A WORKING GROUP AND OFFICE TO UNCOVER FRAUD AND WASTE IN STATE GOVERNMENT. Be it enacted by the Senate and House of Representatives in General Assembly convened: That (1) a working group be established to study and recommend 1 legislation regarding preventing the waste of taxpayer dollars by 2 establishing partnerships between state agencies and private providers 3 to improve the delivery of services, reduce the cost of such services and 4 foster fraud investigations to uncover fraud and waste and to submit a 5 report with its recommendations to the joint standing committee of the 6 General Assembly having cognizance of matters relating to government 7 administration not later than December 31, 2025, and (2) the general 8 statutes be amended to establish an autonomous office with the 9 authority to investigate and prosecute claims of fraud or waste within 10 state agencies or for services provided on behalf of state agencies, 11 including referral to appropriate agencies for criminal prosecution; to 12 review the use of taxpayer dollars in nonprofit programs across the 13 state; and to review the use of facilities by state government and identify 14 areas of concern. 15 Proposed Bill No. 140 LCO No. 192 2 of 2 Statement of Purpose: To prevent the waste of taxpayer dollars and investigate and prosecute claims of fraud or waste within state agencies or by private providers.
