LCO No. 226 1 of 2 General Assembly Proposed Bill No. 420 January Session, 2025 LCO No. 226 Referred to Committee on ENERGY AND TECHNOLOGY Introduced by: SEN. ANWAR, 3rd Dist. AN ACT CONCERNING MORATORIA AND NOISE AUDITS FOR COMMERCIAL SOLAR PHOTOVOLTAIC FACILITIES. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to (1) allow any municipality 1 with three or more existing commercial solar photovoltaic facilities 2 located within such municipality to impose a moratorium on the 3 construction or installation of such facilities within such municipality, 4 which moratorium shall be binding on the Connecticut Siting Council, 5 provided such municipality requires a public hearing and an 6 environmental impact study concerning such moratorium, (2) allow any 7 municipality to conduct a noise audit and adopt increased penalties for 8 noise violations at any commercial solar photovoltaic facility within 9 such municipality, and (3) require that any developer, owner or 10 manager of a commercial solar photovoltaic facility provide a 11 community point of contact concerning the operation of such facility. 12 Statement of Purpose: To (1) allow municipalities with three or more existing commercial solar photovoltaic facilities located within such municipality to impose a Proposed Bill No. 420 LCO No. 226 2 of 2 moratorium on the construction or installation of such facilities within such municipality, (2) allow municipalities to conduct noise audits and impose penalties for noise violations at commercial solar photovoltaic facilities, and (3) require that any developer, owner or manager of a commercial solar photovoltaic facility provide a community point of contact concerning the operation of such facility.
