AN ACT CONCERNING TECHNICAL SUPPORT FOR MUNICIPAL
ELECTRIC UTILITIES AND ESTABLISHING THE MUNICIPAL
ELECTRIC UTILITY INVESTMENT FUND.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
That the general statutes be amended to (1) create an office within the 1
Department of Energy and Environmental Protection to provide 2
technical and operational support for any municipality that has 3
established or seeks to establish a municipal electric utility pursuant to 4
chapter 101 of the general statutes, and (2) establish the Municipal 5
Utility Investment Fund to provide grants or low-interest loans to 6
municipalities that seek to acquire, build, expand or improve municipal 7
electric utility infrastructure. 8
Statement of Purpose:
To (1) create an office within the Department of Energy and
Environmental Protection to provide technical and operational support
for any municipality that has established or seeks to establish a
municipal electric utility, and (2) establish the Municipal Utility
Investment Fund to provide grants or low -interest loans to Proposed Bill No. 422

municipalities that seek to acquire, build, expand or improve municipal
electric utility infrastructure.
