AN ACT REQUIRING THAT HEALTH CARRIERS ASSUME
RESPONSIBILITY FOR THE COLLECTION OF OUT -OF-POCKET
EXPENSES FOR COVERED BENEFITS.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
That title 38a of the general statutes be amended to require that health 1
carriers (1) collect any coinsurance, copayment, deductible or other out-2
of-pocket expense due and owing for a covered benefit that the health 3
care provider provided to the insured, and (2) pay, after a certain period 4
of time, such unpaid out-of-pocket expense due and owing for such 5
covered benefit. 6
Statement of Purpose:
To require that health carriers (1) collect any coinsurance, copayment,
deductible or other out-of-pocket expense due and owing for a covered
benefit that the health care provider provided to the insured, and (2)
pay, after a certain period of time, such unpaid out-of-pocket expense
due and owing for such covered benefit.
