AN ACT REQUIRING THE DEPARTMENT OF CORRECTION TO PROVIDE A PERSON WHO IS INCARCERATED WITH A FORM AUTHORIZING ANOTHER PERSON ACCESS TO THE MEDICAL RECORDS OF THE PERSON WHO IS INCARCERATED. Be it enacted by the Senate and House of Representatives in General Assembly convened: That chapter 325 of the general statutes be amended to require the 1 Department of Correction to provide a person who is incarcerated with 2 a form authorizing another person, including next of kin or another 3 trusted individual, to access the medical records of the person who is 4 incarcerated, which records are otherwise subject to nondisclosure 5 under the federal Health Insurance Portability and Accountability Act 6 of 1996, P.L. 104-191, as amended from time to time. 7 Statement of Purpose: To require the Department of Correction to provide a person who is incarcerated with a form authorizing another person to access the medical records of the person who is incarcerated.
