AN ACT CONCERNING THE SELECTION OF CONTRACTORS FOR
PUBLIC WORKS PROJECTS.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
Section 1. (NEW) (Effective October 1, 2025) A contracting agency shall 1
give preference to manufacturers, fabricators and erectors located 2
within the state when selecting a contractor to award a contract for the 3
construction, reconstruction, alteration, remodeling, repair or 4
demolition of any public building or other public works projects 5
administered by the state or its agents and, if no such manufacturer, 6
fabricator or erector is available, to manufacturers, fabricators and 7
erectors located in the United States. For purposes of this section, 8
"contracting agency" has the same meaning as provided in section 4e-1 9
of the general statutes. 10
This act shall take effect as follows and shall amend the following
sections:

Statement of Purpose:
To generate job growth and economic development by requiring the
state and its agents to give preference to in-state manufacturers,
fabricators and erectors.
