AN ACT ESTABLISHING A PILOT PROGRAM FOR A BOAT WASHING 
STATION AT GARDNER LAKE IN THE TOWN OF SALEM. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective July 1, 2025) The Department of Energy and 1 
Environmental Protection shall establish a two-year pilot program for a 2 
boat washing station at Gardner Lake in the town of Salem. In addition 3 
to any other structure or equipment, such station shall display one or 4 
more signs that indicate the proper method for the removal of plant 5 
material from the prop, hull and motor of a boat. Following such two-6 
year period, the Commissioner of Energy and Environmental Protection 7 
shall assess the need for and viability of continuing such boat washing 8 
station at said lake. If the commissioner's assessment determines that 9 
cost or utilization issues no longer make such boat washing station 10 
viable at said lake, the commissioner shall identify an alternate nearby 11 
location to host such a boat washing station and post signs at said lake 12 
indicating such alternate location. 13 
This act shall take effect as follows and shall amend the following 
sections:

Statement of Purpose:   
To reduce invasive plants carried on the hull, prop and motor of boats 
in Gardner Lake in the town of Salem.
