AN ACT INCLUDING CERTAIN DEED -RESTRICTED DWELLING UNITS 
IN THE CALCULATION OF THE THRESHOLD FOR EXEMPTION FROM 
THE AFFORDABLE HOUSING APPEALS PROCEDURE. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That section 8-30g of the general statutes be amended to (1) include 1 
in the ten per cent threshold for exemption from the affordable appeals 2 
procedure deed-restricted dwelling units that are (A) conveyed by 3 
deeds containing covenants or restrictions which require that, for at 4 
least forty years after the initial occupation, such dwelling units be sold 5 
or rented at, or below, prices which will preserve the units as housing 6 
for which persons and families pay thirty per cent or less of all annual 7 
income equal to or less than one hundred thousand dollars for single tax 8 
filers and equal to or less than two hundred thousand dollars for joint 9 
tax filers, and (B) purchased or rented by individuals or families 10 
required to provide proof of full-time employment at the time of 11 
application and maintain full-time employment for a minimum of nine 12 
months during each calendar year; and (2) require the awarding of one 13 
housing unit-equivalent point for each such deed-restricted dwelling 14 
unit created to a municipality. 15  Proposed Bill No.  848

Statement of Purpose:   
To include in the calculation of the threshold for exemption from the 
affordable housing appeals procedure deed-restricted housing able to 
be sold or rented to certain individuals and families meeting income and 
employment requirements and award a municipality housing unit-
equivalent points for each such dwelling unit created.
