AN ACT PROHIBITING REQUIRING THE PAYMENT OR PROCESSING 
OF STATE LICENSE FEES THROUGH A THIRD -PARTY ENTITY THAT 
CHARGES LICENSEES ADDITIONAL FEES. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That section 1-1j of the general statutes be amended to prohibit any 1 
state agency from requiring the payment or processing of any license fee 2 
through a third-party entity that requires a processing fee or transaction 3 
fee to be paid by the licensee in addition to the total cost of the license. 4 
Statement of Purpose:   
To prohibit state agencies from requiring the payment or processing of 
any license fee through a third-party entity that requires a processing 
fee or transaction fee that would result in additional fees to be paid by 
the licensee.
