AN ACT CONCERNING JUDICIAL DISCRETION IN SENTENCING FOR 
SURVIVORS OF DOMESTIC VIOLENCE, STALKING AND HUMAN 
TRAFFICKING. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to allow courts greater 1 
discretion when sentencing survivors of domestic violence, stalking and 2 
human trafficking, recognizing these circumstances as mitigating 3 
factors. 4 
Statement of Purpose:   
To allow courts greater discretion when sentencing survivors of 
domestic violence, stalking and human trafficking, recognizing these 
circumstances as mitigating factors.
