AN ACT CONCERNING PUBLIC HEARINGS FOR CERTAIN RATE 
INCREASES AT ASSISTED LIVING FACILITIES. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Subsection (e) of section 19a-564 of the general statutes is 1 
repealed and the following is substituted in lieu thereof (Effective October 2 
1, 2025): 3 
(e) An assisted living services agency shall: (1) Ensure that all services 4 
being provided on an individual basis to clients are fully understood 5 
and agreed upon between either the client or the client's representative; 6 
(2) ensure that the client or the client's representative are made aware of 7 
the cost of any such services; (3) disclose fee increases to a resident or a 8 
resident's representative not later than sixty days prior to such fees 9 
taking effect; [and] (4) if a fee increase exceeds ten per cent of the 10 
previous fee, hold a public informational hearing, not later than thirty 11 
days prior to such fee increase taking effect, that provides an 12 
opportunity for public commentary, including, but not limited to, 13 
commentary by residents, residents' representatives, residents' family 14 
members, members of the press and any other member of the public; 15

and (5) provide, upon request, to a resident and a resident's 16 
representative the history of fee increases over the past three calendar 17 
years. Nothing in this subsection shall be construed to limit an assisted 18 
living services agency from immediately adjusting fees to the extent 19 
such adjustments are directly related to a change in the level of care or 20 
services necessary to meet individual resident safety needs at the time 21 
of a scheduled resident care meeting or if a resident's change of 22 
condition requires a change in services. 23 
This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 October 1, 2025 19a-564(e) 
 
Statement of Purpose:   
To require each assisted living services agency to hold a public 
informational hearing when the agency increases a fee by more than ten 
per cent of the previous fee.
