Researcher: MH Page 1 3/18/25 OLR Bill Analysis SB 1175 AN ACT CONCERNING PUBLIC HEARINGS FOR CERTAIN RATE INCREASES AT ASSISTED LIVING FACILITIES. SUMMARY This bill requires assisted living service agencies (ALSAs) to hold a public hearing if any existing fee increases by 10% or more. The hearing must take place at least 30 days before the increase takes effect. The hearing must provide an opportunity for commentary by residents, their representatives or family members, members of the press, or anyone else. Under existing law, ALSAs must disclose fee increases to residents or their representatives at least 60 days before they take effect. But ALSAs may immediately adjusts fees if (1) they are directly related to a change in the level of care or services necessary to meet the resident’s safety needs at the time of a scheduled resident care meeting or (2) the resident’s condition changes, resulting in a required change in service.
