AN ACT INCREASING THE PENALTY FOR THE VIOLATION OF 
CERTAIN MUNICIPAL REGULATIONS AND ORDINANCES.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Subparagraph (A) of subdivision (10) of subsection (c) of 1 
section 7-148 of the general statutes is repealed and the following is 2 
substituted in lieu thereof (Effective October 1, 2025): 3 
(10) (A) Make all lawful regulations and ordinances in furtherance of 4 
any general powers as enumerated in this section, and prescribe 5 
penalties for the violation of the same not to exceed [two hundred fifty 6 
dollars] one thousand dollars, which amount shall, not later than 7 
January 15, 2026, and annually thereafter, be adjusted in accordance 8 
with any change in the consumer price index for all urban consumers as 9 
published by the United States Department of Labor, Bureau of Labor 10 
Statistics, during the period beginning on January 1, 2025, and ending 11 
on December thirty-first in the year preceding the year in which said 12 
adjustment is to be made, unless otherwise specifically provided by the 13 
general statutes. Such regulations and ordinances may be enforced by 14  Raised Bill No. 1185

citations issued by designated municipal officers or employees, 15 
provided the regulations and ordinances have been designated 16 
specifically by the municipality for enforcement by citation in the same 17 
manner in which they were adopted and the designated municipal 18 
officers or employees issue a written warning providing notice of the 19 
specific violation before issuing the citation, except that no such written 20 
warning shall be required for violations of a municipal ordinance 21 
regulating the operation or use of a dirt bike, all-terrain vehicle or mini-22 
motorcycle; 23 
This act shall take effect as follows and shall amend the following 
sections:
