AN ACT CONCERNING ENERGY PURCHASING POOLS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Section 16a-14e of the general statutes is repealed and the 1 
following is substituted in lieu thereof (Effective October 1, 2025): 2 
The [Department] Commissioner of Energy and Environmental 3 
Protection shall operate a purchasing pool for the purchase of electricity 4 
for state operations. [Said department] The commissioner shall provide 5 
[the opportunity to participate in such purchasing pool to] each 6 
household that includes an individual who receives means-tested 7 
assistance administered by the state or federal government with the 8 
opportunity to participate in said purchasing pool. Any such household 9 
shall receive through such purchasing pool the same benefits and rate 10 
discounts available for state facilities. The [Department of Energy and 11 
Environmental Protection] commissioner shall use federal and state 12 
energy assistance funds to leverage the lowest practicable electric rates 13 
for households participating in such pool, provided such funds shall not 14 
be used for administrative purposes. The provisions of section 16-245 15 
shall not apply to the [Department of Energy and Environmental 16

This act shall take effect as follows and shall amend the following 
sections:
