AN ACT CONCERNING THE LEGISLATIVE COMMISSIONERS' 
RECOMMENDATIONS FOR MINOR AND TECHNICAL REVISIONS TO 
STATUTES CONCERNING CONSUMER PROTECTION. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Subsection (l) of section 21a-226 of the general statutes is 1 
repealed and the following is substituted in lieu thereof (Effective October 2 
1, 2025): 3 
(l) Notwithstanding any provision of the general statutes to the 4 
contrary, the commissioner may prohibit a health club from making 5 
payments to the Connecticut Health Club Guaranty Fund if, in the 6 
opinion of the commissioner, the health club within the past five years 7 
has engaged in any unfair or deceptive trade practices under subsection 8 
(a) of section 42-110b, has engaged in any conduct of a character likely 9 
to mislead, deceive or defraud the buyer, the public or the 10 
commissioner, or has violated any of the provisions of this chapter. If 11 
the commissioner determines that a health club should be prohibited 12 
from making payments to the Connecticut Health Club Guaranty Fund, 13 
the department shall provide notice to the health club, which notice 14

shall state the grounds for the contemplated action. Not later than 15 
fourteen days after the health club receives such notice, the health club 16 
may file a written request for a hearing. If a hearing is requested such 17 
hearing shall be conducted in accordance with the provisions of chapter 18 
54. 19 
Sec. 2. Subdivision (8) of subsection (h) of section 21a-420d of the 20 
general statutes is repealed and the following is substituted in lieu 21 
thereof (Effective October 1, 2025): 22 
(8) Encouraging participation of investors, cannabis establishments 23 
[,] and entrepreneurs in the cannabis business accelerator program 24 
established pursuant to section 21a-421f; 25 
Sec. 3. Subdivision (14) of subsection (b) of section 21a-421bb of the 26 
general statutes is repealed and the following is substituted in lieu 27 
thereof (Effective October 1, 2025): 28 
(14) Operate any Internet web site advertising or depicting cannabis, 29 
cannabis products or cannabis paraphernalia unless such Internet web 30 
site verifies that the entrants or users are twenty-one years of age or 31 
older; or 32 
Sec. 4. Subsection (t) of section 22-61m of the general statutes is 33 
repealed and the following is substituted in lieu thereof (Effective October 34 
1, 2025): 35 
(t) Not later than February 1, 2020, the Commissioners of Agriculture 36 
and Consumer Protection shall submit a report, in accordance with 37 
section 11-4a, to the joint standing committee of the [general assembly] 38 
General Assembly having cognizance of matters relating to the 39 
environment on the status of the pilot program, the development of the 40 
state plan and any regulations for such pilot program or state plan. Such 41 
report shall also include any legislative recommendations, including, 42 
but not limited to, any recommendations for requiring the registration 43 
of any manufacturer hemp product offered for sale in this state. 44

Sec. 5. Subsection (k) of section 21a-226 of the general statutes is 45 
repealed and the following is substituted in lieu thereof (Effective October 46 
1, 2025): 47 
(k) When the commissioner has caused any sum to be paid from the 48 
guaranty fund to a buyer who has entered into a health club contract, 49 
the commissioner shall be subrogated to all of the rights of the buyer up 50 
to the amount paid, and the buyer shall assign all of the buyer's right, 51 
title [,] and interest in the claim up to such amount to the commissioner, 52 
and any amount and interest recovered by the commissioner on the 53 
claim shall be deposited to the guaranty fund, except as provided in 54 
subsection (c) of this section. 55 
This act shall take effect as follows and shall amend the following 
sections:
