Researcher: MH Page 1 4/2/25 OLR Bill Analysis SB 1240 AN ACT CONCERNING THE MEMBERSHIP OF THE CODES AND STANDARDS COMMITTEE. SUMMARY This bill decreases the Codes and Standards Committee membership, from 23 to 20, by removing five current members and adding two new ones. It also modifies the required qualifications for certain existing members. The committee, which is within the Department of Administrative Services, works with the state building inspector and state fire marshal to implement the state building, fire safety, and fire prevention codes. The bill removes the following current committee members: 1. one of two licensed architects; 2. one of three licensed engineers (specifically, one of the two engineers who must practice structural, mechanical, or electrical engineering); 3. a public health official; and 4. two of four members of the public. The bill adds two contractors to the committee, one who is licensed to install commercial fire sprinkler systems and another licensed to install commercial fire alarm systems. Relatedly, it removes a current qualification provision allowing one of the engineers on the committee to be a mechanical engineer with experience in fire protection.
