AN ACT REQUIRING A STUDY OF ELECTRIC UTILITIES.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
Section 1. (Effective from passage) The Commissioner of Energy and 1
Environmental Protection shall conduct a study concerning the 2
operations, reliability, rates and regulatory oversight of electric utilities 3
in the state. Not later than January 1, 2026, the commissioner shall 4
submit a report, in accordance with the provisions of section 11-4a of the 5
general statutes, to the joint standing committee of the General 6
Assembly having cognizance of matters relating to energy and 7
technology. 8
This act shall take effect as follows and shall amend the following
sections:

Statement of Purpose:
To require the Commissioner of Energy and Environmental Protection
to conduct a study concerning the operations, reliability, rates and
regulatory oversight of electric utilities in the state.
