AN ACT CONCERNING COMPENSATING SPOUSES FOR STATE -
FUNDED HOME CARE.

The fiscal note for the underlying bill recognized potential costs to 
the Department of Social Services (DSS) associated with allowing 
payment for personal care assistance (PCA) services for individuals 
enrolled in the state-funded Connecticut Home Care Program, 
including care provided by spouses. 
Based on a review of current participants, it is anticipated that 250 
state-funded home care clients will have spouses who provide care as a 
PCA in lieu of their currently unpaid support. Assuming costs increase 
for these clients to the maximum allowed under the care plan, DSS will 
incur additional costs of approximately $7 million in FY 26 and $7.2 
million in FY 27. 
DSS will experience additional costs associated with individuals who 
are currently eligible for the state funded program but will only access 
services if provided by their spouse. For context, if enrollment increased 
by 10% (approximately 180 clients), program costs will increase by $4.4 
million in FY 26 and $8.8 million in FY 27. DSS will likely require 
additional staff to manage increased program enrollment ($75,000
