AN ACT ESTABLISHING A WORKING GROUP TO STUDY AND 
DEVELOP BEST PRACTICES TO PROMOTE HOUSING GROWTH 
AND PROTECT THE STATE'S WATER SUPPLY.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) There is established a working 1 
group to develop best practices to promote housing growth and protect 2 
the state's water supply. 3 
(b) The working group shall consist of the following members: 4 
(1) The chairpersons of the joint standing committee of the General 5 
Assembly having cognizance of matters relating to housing; 6 
(2) The ranking members of the joint standing committee of the 7 
General Assembly having cognizance of matters relating to housing, or 8 
their designees; 9 
(3) The Secretary of the Office of Policy and Management, or the 10 
secretary's designee; 11 
(4) The Commissioner of Housing, or the commissioner's designee; 12  Raised Bill No. 1307

(5) The Commissioner of Energy and Environmental Protection, or 13 
the commissioner's designee; 14 
(6) The Commissioner of Public Health, or the commissioner's 15 
designee; 16 
(7) Two representatives with expertise in housing, appointed by the 17 
chairpersons of the joint standing committee of the General Assembly 18 
having cognizance of matters relating to housing; 19 
(8) Two representatives with expertise in state, regional or local 20 
planning, appointed by the chairpersons of the joint standing committee 21 
of the General Assembly having cognizance of matters relating to 22 
housing; and 23 
(9) Two representatives with expertise in public water supply, 24 
appointed by the chairpersons of the joint standing committee of the 25 
General Assembly having cognizance of matters relating to housing. 26 
(c) Any member of the working group appointed under subdivision 27 
(1), (2), (7), (8) or (9) of subsection (b) of this section may be a member 28 
of the General Assembly. 29 
(d) All initial appointments to the working group shall be made not 30 
later than thirty days after the effective date of this section. Any vacancy 31 
shall be filled by the appointing authority. 32 
(e) The chairpersons of the joint standing committee of the General 33 
Assembly having cognizance of matters relating to housing shall serve 34 
as the chairpersons of the working group. Such chairpersons shall 35 
schedule the first meeting of the working group, which shall be held not 36 
later than sixty days after the effective date of this section. 37 
(f) The administrative staff of the joint standing committee of the 38 
General Assembly having cognizance of matters relating to housing 39 
shall serve as the administrative staff of the working group. 40 
(g) Not later than January 1, 2026, the working group convened 41  Raised Bill No. 1307

pursuant to this section shall submit a report on its findings to the joint 42 
standing committee of the General Assembly having cognizance of 43 
matters relating to housing, in accordance with the provisions of section 44 
11-4a of the general statutes. The working group shall terminate on the 45 
date that it submits such report or January 1, 2026, whichever is later. 46 
This act shall take effect as follows and shall amend the following 
sections:
