LCO No. 4848 1 of 2 General Assembly Raised Bill No. 1328 January Session, 2025 LCO No. 4848 Referred to Committee on JUDICIARY Introduced by: (JUD) AN ACT PROHIBITING THE PRIVATE OWNERSHIP, OPERATION OR MANAGEMENT OF STATE CORRECTIONAL FACILITIES. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective October 1, 2025) (a) The duty of 1 maintaining the custody and supervision of any person detained at a 2 state correctional facility, community correctional center or community 3 reintegration center shall exclusively be with the Commissioner of 4 Correction and persons employed by said commissioner pursuant to 5 section 18-81 of the general statutes. 6 (b) The private ownership, operation or management of a state 7 correctional facility, community correctional center or community 8 reintegration center is prohibited. 9 (c) The provisions of this section shall not apply to: (1) A correctional 10 facility, community correctional center or community reintegration 11 center that is owned, operated or managed by the federal government, 12 or (2) community-based service programs as defined in section 18-101h 13 of the general statutes. 14 Raised Bill No. 1328 LCO No. 4848 2 of 2 This act shall take effect as follows and shall amend the following sections: Section 1 October 1, 2025 New section Statement of Purpose: To prohibit the private ownership, operation or management of any state correctional facility.
