AN ACT CONCERNING VALUE -BASED MEDICAID REIMBURSEMENT 
TO NURSING HOMES.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) There is established a working 1 
group to study the Department of Social Services' quality metrics 2 
program for nursing home services established pursuant to section 17b-3 
340d of the general statutes. 4 
(b) The working group shall consist of the chairpersons of the joint 5 
standing committee of the General Assembly having cognizance of 6 
matters relating to aging, who shall serve as chairpersons of the working 7 
group. The chairpersons shall appoint members, including, but not 8 
limited to, the Commissioner of Social Services, or the commissioner's 9 
designee, and professionals with expertise in Medicaid reimbursement 10 
for nursing home services. 11 
(c) The chairpersons shall schedule the first meeting of the working 12 
group, which shall be held not later than sixty days after the effective 13

(d) The administrative staff of the joint standing committee of the 15 
General Assembly having cognizance of matters relating to aging shall 16 
serve as the administrative staff of the working group. 17 
(e) Not later than January 1, 2026, the working group shall submit a 18 
report on its findings and recommendations to the joint standing 19 
committee of the General Assembly having cognizance of matters 20 
relating to aging, in accordance with the provisions of section 11-4a of 21 
the general statutes. The working group shall terminate on the date that 22 
it submits such report or January 1, 2026, whichever is later. 23 
This act shall take effect as follows and shall amend the following 
sections:
