AN ACT CONCERNING THE DELETION OF MINORS' MONEY 
SHARING APPLICATION ACCOUNTS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective October 1, 2025) (a) For the purposes of this 1 
section: 2 
(1) "Authenticate" means to use reasonable means and make a 3 
commercially reasonable effort to determine whether a request to 4 
exercise any right afforded under subsection (b) of this section has been 5 
submitted by, or on behalf of, the minor who is entitled to exercise such 6 
right; 7 
(2) "Consumer" has the same meaning as provided in section 42-515 8 
of the general statutes; 9 
(3) "Minor" means any consumer who is younger than eighteen years 10 
of age; 11 
(4) "Money sharing application" means an Internet-based service or 12 
application that (A) is used by a consumer in this state, and (B) is 13

primarily intended to allow users to send and receive money; and 14 
(5) "Personal data" has the same meaning as provided in section 42-15 
515 of the general statutes. 16 
(b) (1) Not later than fifteen business days after the owner or operator 17 
of a money sharing application receives a request from a minor or, if the 18 
minor is younger than sixteen years of age, from such minor's parent or 19 
legal guardian to delete such minor's money sharing application 20 
account, the owner or operator shall delete such minor's money sharing 21 
application account and cease processing such minor's personal data 22 
except where the preservation of such minor's money sharing 23 
application account or personal data is otherwise permitted or required 24 
by applicable law, including, but not limited to, sections 42-515 to 42-25 
525, inclusive, of the general statutes. An owner or operator of a money 26 
sharing application may extend such fifteen-business-day period by an 27 
additional fifteen business days if such extension is reasonably 28 
necessary considering the complexity and number of the consumer's 29 
requests, provided the owner or operator informs the minor or, if the 30 
minor is younger than sixteen years of age, such minor's parent or legal 31 
guardian within the initial fifteen-business-day response period of such 32 
extension and the reason for such extension. 33 
(2) Any request made pursuant to subdivision (1) of this subsection 34 
may include a request by the minor or, if the minor is younger than 35 
sixteen years of age, such minor's parent or legal guardian to provide to 36 
the minor or such minor's parent or legal guardian, as applicable, all 37 
data associated with the money sharing application account that is the 38 
subject of such request. Such data shall include, but need not be limited 39 
to, an itemization of each transaction associated with such account and 40 
the identity of the person who opened such account. 41 
(3) An owner or operator of a money sharing application shall 42 
establish, and shall describe in a privacy notice, one or more secure and 43 
reliable means for submitting a request pursuant to this subsection. An 44

owner or operator of a money sharing application that provides a 45 
mechanism for a minor or, if the minor is younger than sixteen years of 46 
age, the minor's parent or legal guardian to initiate a process to delete 47 
such minor's money sharing application account shall be deemed to be 48 
in compliance with the provisions of this subsection. 49 
(c) If an owner or operator of a money sharing application is unable 50 
to authenticate a request submitted pursuant to subsection (b) of this 51 
section, the owner or operator shall (1) not be required to comply with 52 
such request, and (2) provide a notice to the consumer who submitted 53 
such request disclosing that such owner or operator (A) is unable to 54 
authenticate such request, and (B) will not be able to authenticate such 55 
request until such consumer provides the additional information that is 56 
reasonably necessary to authenticate such request. 57 
(d) Any violation of the provisions of this section shall constitute an 58 
unfair trade practice under subsection (a) of section 42-110b of the 59 
general statutes and shall be enforced solely by the Attorney General. 60 
Nothing in this section shall be construed to create a private right of 61 
action or to provide grounds for an action under section 42-110g of the 62 
general statutes. 63 
This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 October 1, 2025 New section

To establish requirements concerning the deletion of minors' money 
sharing application accounts.
