AN ACT CONCERNING LOCAL GOVERNMENT.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
Section 1. Section 7-411 of the general statutes is repealed and the 1
following is substituted in lieu thereof (Effective October 1, 2025): 2
Such civil service board shall, [within] not later than ninety days after 3
the initial appointment of such commissioners, classify all the officers 4
and employees in the departments for which the merit system has been 5
adopted, except elective officers, as provided in section 7-407; and the 6
board may also, in its discretion, exempt from test and competition the 7
officer responsible for the policy of any department, and one deputy, 8
private secretary or other confidential employee of such officer. The 9
officers and employees so classified by such board shall constitute the 10
classified civil service, and no appointment of any such officer or 11
employment of any such employee shall be made except in accordance 12
with the rules hereinafter provided for. 13 Raised Bill No. 1341

This act shall take effect as follows and shall amend the following
sections:
