AN ACT ESTABLISHING A GRANT PROGRAM TO CREATE 
AFFORDABLE HOUSING DEVELOPMENTS WITH CERTAIN DEED 
RESTRICTIONS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective July 1, 2025) (a) The Department of 1 
Housing shall, within available appropriations, establish a grant 2 
program to provide funds to applicants to create affordable housing 3 
developments in which sixty per cent of the dwelling units are deed 4 
restricted to individuals or families with a maximum annual income of 5 
thirty-five thousand dollars.  6 
(b) The Commissioner of Housing shall develop standards for the 7 
affordable housing development grant program. The department may 8 
consult and coordinate with other state agencies, quasi-public agencies, 9 
housing authorities and municipalities in developing such standards 10 
and implementing the grant program.  11 
(c) Not later than November 1, 2025, the Commissioner of Housing 12 
shall develop eligibility criteria to be used in selecting among applicants 13 
for such grants, develop application forms and deadlines and post in a 14

conspicuous location on the Internet web site of the department a 15 
description of the grant program that includes, but is not limited to, such 16 
criteria, forms and deadlines.  17 
(d) Not later than January 1, 2027, and annually thereafter, the 18 
department shall submit a report, in accordance with the provisions of 19 
section 11-4a of the general statutes, to the joint standing committee of 20 
the General Assembly having cognizance of matters relating to housing. 21 
Such report shall include information for the preceding calendar year 22 
on the number of grant applications received, the number of grants 23 
awarded and a list of applicants that received grants and the amount of 24 
such grants.  25 
(e) The Commissioner of Housing may adopt regulations, in 26 
accordance with the provisions of chapter 54 of the general statutes, to 27 
implement the provisions of this section.28 
This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 July 1, 2025 New section 
 
Statement of Purpose:   
To establish a grant program to create affordable housing developments 
in which sixty per cent of dwelling units are deed restricted to 
individuals or families with a maximum income of thirty-five thousand 
dollars.
