LCO No. 5059 1 of 2 General Assembly Raised Bill No. 1374 January Session, 2025 LCO No. 5059 Referred to Committee on PUBLIC SAFETY AND SECURITY Introduced by: (PS) AN ACT CONCERNING PUBLIC SCHOOL SECURITY PERSONNEL TRAINING. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. Section 7-294x of the general statutes is repealed and the 1 following is substituted in lieu thereof (Effective October 1, 2025): 2 The Police Officer Standards and Training Council established under 3 section 7-294b or an instructor approved by the council and elected by a 4 local or regional board of education shall provide training to armed and 5 unarmed security personnel employed in the public schools by a local 6 or regional board of education. Such training may be provided at the 7 Connecticut Police Academy or, if provided by such approved 8 instructor, any other location elected by the local or regional board of 9 education. Such training for armed security personnel shall include, but 10 need not be limited to, (1) use of force, (2) recognition of armed persons, 11 (3) security, including, but not limited to, perimeter strengths and 12 vulnerabilities, (4) stopping blood loss, (5) active assailant response, (6) 13 safe firearm handling, (7) retention of firearms and other weapons, (8) 14 qualified immunity, and (9) lawful firearm storage. Such training for 15 Raised Bill No. 1374 LCO No. 5059 2 of 2 unarmed security personnel shall include drug detection and gang 16 identification. A local or regional board of education may provide 17 additional training to armed and unarmed security personnel. 18 This act shall take effect as follows and shall amend the following sections: Section 1 October 1, 2025 7-294x Statement of Purpose: To (1) provide that an instructor approved by the Police Officer Standards and Training Council and elected by a local or regional board of education may provide training to armed and unarmed security personnel employed in the public schools, (2) provide that such training may be provided at the Connecticut Police Academy or any other location elected by the local or regional board of education, and (3) establish certain training requirements for armed and unarmed security personnel.
