AN ACT CONCERNING CONNECTICUT WING CIVIL AIR PATROL 
YOUTH CAMPS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Subsection (a) of section 19a-421 of the general statutes is 1 
repealed and the following is substituted in lieu thereof (Effective October 2 
1, 2025): 3 
(a) (1) No person shall establish, conduct or maintain a youth camp 4 
without a license issued by the office, except the Connecticut Wing Civil 5 
Air Patrol within the Department of Emergency Services and Public 6 
Protection may establish, conduct or maintain a youth camp without a 7 
license. 8 
(2) Applications for such license shall be made in writing at least 9 
thirty days prior to the opening of the youth camp on forms provided 10 
and in accordance with procedures established by the commissioner 11 
and shall be accompanied by a fee of eight hundred fifteen dollars or, if 12 
the applicant is a nonprofit, nonstock corporation or association, a fee of 13 
three hundred fifteen dollars or, if the applicant is a day camp affiliated 14 
with a nonprofit organization, for no more than five days duration and 15

for which labor and materials are donated, no fee. 16 
(3) All such licenses shall be valid for a period of one year from the 17 
date of issuance unless surrendered for cancellation or suspended or 18 
revoked by the commissioner for violation of this chapter or any 19 
regulations adopted under section 19a-428 and shall be renewable upon 20 
payment of an eight-hundred-fifteen-dollar license fee or, if the licensee 21 
is a nonprofit, nonstock corporation or association, a three-hundred-22 
fifteen-dollar license fee or, if the applicant is a day camp affiliated with 23 
a nonprofit organization, for no more than five days duration and for 24 
which labor and materials are donated, no fee. 25 
This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 October 1, 2025 19a-421(a) 
 
Statement of Purpose:   
To provide that the Connecticut Wing Civil Air Patrol within the 
Department of Emergency Services and Public Protection may establish, 
conduct or maintain a youth camp without a license.
