Explanation
The bill allows certain members of the board of directors of quasi-
public agencies to participate in the state employee health plan which
results in a net neutral fiscal impact.
The annual cost of the health plan premiums is estimated to be less
than $100,000, beginning in FY 26 to the State Comptroller – Fringe
Benefits. There is an equal corresponding revenue gain to the State
Comptroller – Fringe Benefits for the reimbursement by the quasi-public
agency to offset any costs incurred.

continue into the future subject to inflation.
