Explanation 
The bill results in a one-time cost in FY 26 estimated to be up to 
$250,000. It requires the Board of Regents for Higher Education (BOR) 
to develop a plan, by January 1, 2026, to provide inclusive educational 
programming for students with intellectual or development al 
disabilities at the Connecticut State Universities. 
Given the scope of the plan the bill requires, it is anticipated that BOR 
will incur costs up to $250,000 in FY 26 to hire a consultant to assist with 
the study. While the universities currently offer a variety of services to 
students with disabilities, the bill requires a plan to significantly expand 
such services.  
The Out Years 
Due to the timing of the report deadline, there are no costs in the out 
years.
