Researcher: ST Page 1 3/25/25 OLR Bill Analysis sSB 1414 AN ACT CONCERNING THE PERCENTAGE OF COURSES TAUGHT BY PART-TIME FACULTY AT THE CONNECTICUT STATE COMMUNITY COLLEGE. SUMMARY This bill requires the Board of Regents of Higher Education to include a phased-in reduction on the maximum percentage of academic courses taught by part-time faculty in any collective bargaining agreement with employee organizations representing Connecticut State Community College faculty. Specifically, any such agreement made on and after July 1, 2025, must cap this percentage as follows: 1. 45%, beginning one year after the agreement takes effect; 2. 35%, beginning two years after; and 3. 25%, beginning three years after. The bill defines “part-time faculty” as individuals who are appointed on a semester-by-semester basis to teach a specific course or courses and specifies that “academic courses” do not include those that teach practical or technical skills for a licensed or certified occupation.
