Explanation 
The bill transfers $3 million in FY 25 from the General Fund to a new 
separate nonlapsing account called the emergency nonprofit assistance 
account, provided the Office of Policy and Management's April monthly 
statement shows a surplus of at least that amount. The Office of Policy 
and Management currently projects a FY 25 operating surplus in the 
General Fund of $390 million. 
 Provided the new account receives the $3 million transfer, the bill 
also makes allocations to organizations for grants and the 
administration of the grants. The table below describes these allocations.
