LCO 5811 1 of 3 General Assembly Raised Bill No. 1465 January Session, 2025 LCO No. 5811 Referred to Committee on GENERAL LAW Introduced by: (GL) AN ACT AUTHORIZING THE COMMISSIONER OF CONSUMER PROTECTION TO ALLOW CERTAIN SKILLED TRADE LICENSEES TO DEVIATE FROM CERTAIN SKILLED TRADE HIRING RATIOS. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. Section 20-332b of the general statutes is repealed and the 1 following is substituted in lieu thereof (Effective July 1, 2025): 2 (a) The Commissioner of Consumer Protection shall amend existing 3 regulations of Connecticut state agencies adopted pursuant to section 4 20-332 to specify the following allowable hiring ratios regarding 5 apprentices, journeymen and contractors for the following trades: 6 T1 TRADE T2 Electrical, Plumbing, Heating, Piping and Cooling, T3 Sprinkler Fitter and Sheet Metal Work T4 T5 Apprentices Licensees T6 (Journeymen or Contractors) T7 1 1 T8 2 2 T9 3 3 Raised Bill No. 1465 LCO 5811 2 of 3 T10 4 6 T11 5 9 T12 6 12 T13 7 15 T14 8 18 T15 9 21 T16 10 24 T17 T18 Ratio continues at 3 Journeypersons T19 To 1 Apprentice (b) (1) Notwithstanding the provisions of subsection (a) of this 7 section, the Commissioner of Consumer Protection may allow a licensed 8 contractor in the electrical, plumbing, heating, piping and cooling, 9 sprinkler fitter or sheet metal work trades to hire one or more additional 10 apprentices even if the licensed contractor does not employ a sufficient 11 number of licensees to satisfy the applicable allowing hiring ratio 12 established in the regulations amended pursuant to subsection (a) of this 13 section, provided: 14 (A) The licensed contractor submits an application to the Department 15 of Consumer Protection, in a form and manner prescribed by the 16 commissioner, for each such apprentice, which application shall (i) 17 disclose the name of the licensed contractor and the name of the 18 apprentice, (ii) demonstrate that good cause exists for the commissioner 19 to allow the licensed contractor to hire the apprentice, and (iii) include 20 any other information the commissioner, in the commissioner's 21 discretion, deems relevant for the purposes of this subsection; and 22 (B) The commissioner determines, after reviewing the application 23 submitted pursuant to subparagraph (A) of this subdivision and in the 24 commissioner's discretion, that good cause exists for the commissioner 25 to allow the licensed contractor to hire the apprentice. 26 (2) Not later than ten business days after a licensed contractor 27 submits an application to the Commissioner of Consumer Protection 28 pursuant to subparagraph (A) of subdivision (1) of this subsection, the 29 commissioner shall (A) complete the commissioner's review of such 30 Raised Bill No. 1465 LCO 5811 3 of 3 application, (B) determine whether good cause exists for the 31 commissioner to allow the licensed contractor to hire the apprentice, 32 and (C) send notice to the licensed contractor, in a form and manner 33 prescribed by the commissioner, disclosing the commissioner's 34 determination regarding whether good cause exists for the 35 commissioner to allow the licensed contractor to hire the apprentice. 36 (3) If the Commissioner of Consumer Protection does not send notice 37 to the licensed contractor within the ten-business-day period 38 established in subdivision (2) of this subsection, the licensed contractor's 39 application shall be deemed to have been approved by the 40 commissioner. 41 (4) The Commissioner of Consumer Protection may, in accordance 42 with the provisions of chapter 54, amend any regulations adopted 43 pursuant to section 20-332 and amended pursuant to subsection (a) of 44 this section for the purposes of this subsection. 45 This act shall take effect as follows and shall amend the following sections: Section 1 July 1, 2025 20-332b GL Joint Favorable
