AN ACT CONCERNING MEDICAID -FUNDED SERVICES IN THE 
DEPARTMENT OF DEVELOPMENTAL DISABILITIES' REGIONAL 
CENTERS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective July 1, 2025) (a) As used in this section, 1 
"regional center" means a congregate living facility administered by the 2 
Department of Developmental Services and certified by the Department 3 
of Public Health to provide Medicaid-eligible care and services to a 4 
person with an intellectual disability. 5 
(b) Within available resources, the Commissioner of Developmental 6 
Services, in consultation with the Commissioner of Social Services, shall 7 
open regional centers to new applicants not later than January 1, 2026. 8 
(c) Not later than July 1, 2026, the Commissioner of Developmental 9 
Services shall file a report, in accordance with the provisions of section 10 
11-4a of the general statutes, with the joint standing committees of the 11 
General Assembly having cognizance of matters relating to 12 
appropriations and the budgets of state agencies, human services and 13 
public health on the (1) number of new applicants at the regional 14

centers, (2) number of such applicants accepted, (3) cost to the state for 15 
accepted applicants, and (4) state appropriations needed to 16 
accommodate all interested applicants. 17 
This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 July 1, 2025 New section 
 
Statement of Purpose:   
To require the Department of Developmental Services to reopen 
applications for Medicaid-funded services at regional centers by 
January 1, 2026.
