AN ACT CONCERNING A TASK FORCE TO DEVELOP A STRATEGIC 
PLAN FOR OPTIMAL USE OF THE DEPARTMENT OF 
DEVELOPMENTAL DISABILITIES' REGIONAL CENTERS.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) As used in this section, "regional 1 
center" means a congregate living facility administered by the 2 
Department of Developmental Services and certified by the Department 3 
of Public Health to provide Medicaid-eligible care and services to a 4 
person with an intellectual disability. 5 
(b) There is established a task force to develop a strategic plan to best 6 
utilize regional centers to serve the needs of persons with an intellectual 7 
disability. The task force shall consist of the following members: 8 
(1) Two appointed by the speaker of the House of Representatives, 9 
both of whom are representatives of organizations that advocate for 10 
persons with an intellectual disability; 11 
(2) Two appointed by the president pro tempore of the Senate, both 12 
of whom are family members of persons with an intellectual disability; 13 
(3) One appointed by the majority leader of the House of 14 
Representatives, who represents a provider of services for persons with 15 
an intellectual disability; 16  Substitute Bill No. 1472

(4) One appointed by the majority leader of the Senate, who 17 
represents a provider of services for persons with an intellectual 18 
disability; 19 
(5) One appointed by the minority leader of the House of 20 
Representatives; 21 
(6) One appointed by the minority leader of the Senate; 22 
(7) The House and Senate chairpersons and ranking members of the 23 
joint standing committees of the General Assembly having cognizance 24 
of matters relating to human services and public health, or their 25 
designees; 26 
(8) The Commissioner of Developmental Services, or the 27 
commissioner's designee; and 28 
(9) The Commissioner of Social Services, or the commissioner's 29 
designee. 30 
(c) Any member of the task force appointed under subdivision (1), 31 
(2), (3), (4), (5), (6) or (7) of subsection (b) of this section may be a member 32 
of the General Assembly. 33 
(d) All initial appointments to the task force shall be made not later 34 
than thirty days after the effective date of this section. Any vacancy shall 35 
be filled by the appointing authority. 36 
(e) The speaker of the House of Representatives and the president pro 37 
tempore of the Senate shall select the chairpersons of the task force from 38 
among the members of the task force. Such chairpersons shall schedule 39 
the first meeting of the task force, which shall be held not later than sixty 40 
days after the effective date of this section. 41 
(f) The administrative staff of the joint standing committee of the 42 
General Assembly having cognizance of matters relating to human 43 
services shall serve as administrative staff of the task force. 44  Substitute Bill No. 1472

(g) Not later than December 1, 2025, the task force shall submit a 45 
report, in accordance with the provisions of section 11-4a of the general 46 
statutes, on its strategic plan to the joint standing committees of the 47 
General Assembly having cognizance of matters relating to human 48 
services and public health. The task force shall terminate on the date that 49 
it submits such report or December 1, 2025, whichever is later. 50 
This act shall take effect as follows and shall amend the following 
sections:
