AN ACT CONCERNING AN ELDERLY NUTRITION PROGRAM. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective from passage) (a) The Commissioner of 1 
Social Services, in consultation with the Commissioner of Aging and 2 
Disability Services and area agencies on aging, as described in section 3 
17a-850 of the general statutes, shall maximize the use of federal 4 
supplemental nutrition assistance program funds to provide nutritious 5 
meals to elderly persons living at home or in congregate housing. 6 
(b) Not later than December 31, 2025, and twice annually thereafter, 7 
the Commissioner of Social Services shall file a report, in accordance 8 
with the provisions of section 11-4a of the general statutes, with the joint 9 
standing committee of the General Assembly having cognizance of 10 
matters relating to human services on (1) funding under the 11 
supplemental nutrition assistance program used for such meals, (2) any 12 
impediments under federal law to using such funding for such meals, 13 
and (3) any state appropriations necessary to ensure the program serves 14 
all persons who are eligible for supplemental nutritional assistance. 15

This act shall take effect as follows and shall amend the following 
sections:
