Explanation 
The bill results in a cost of $1,280,000 in FY 26 to the Department of 
Social Services (DSS) related to requiring the agency to pay federally 
qualified health centers (FQHCs) participating in the Person-Centered 
Medical Home-Plus (PCMH+) program the amounts they were due 
under the program for November and December of 2024.  
For reference, FQHCs are eligible for monthly prospective payments 
for care coordination. These monthly payments are based on the 
number of Medicaid enrollees assigned to the FQHCs. The payments 
are limited based on the appropriation for them and if they are 
exhausted in a given year, no further payments are made. This occurred 
in September 2024 and FQHCs participating in the PCMH+ program 
did not receive care coordination payments for November or December 
of that year.

continue into the future subject to inflation.
