LCO No. 5192 1 of 2 General Assembly Raised Bill No. 1494 January Session, 2025 LCO No. 5192 Referred to Committee on ENVIRONMENT Introduced by: (ENV) AN ACT CONCERNING TESTING FOR PFAS IN CERTAIN WATER SUPPLIES. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective from passage) (a) Notwithstanding any 1 provision of the general statutes, each water company, as defined in 2 section 16-1 of the general statutes, shall conduct testing each month to 3 determine whether the level of PFAS, as defined in section 22a-255h of 4 the general statutes, for such water company's public water supply 5 system exceeds twenty parts per trillion. If the average PFAS level for 6 any such water supply system, over a three-month period, exceeds 7 twenty parts per trillion, such water company shall undertake one or 8 more of the following measures for the purpose of achieving a level of 9 PFAS of twenty parts per trillion or less for such public water supply 10 system: (1) Link such system to a different public water supply system 11 that has a PFAS level below twenty parts per trillion; (2) install a PFAS 12 filtering system; or (3) blend well waters that have higher and lower 13 levels of PFAS. 14 (b) The Commissioner of Public Health, in consultation with the 15 Raised Bill No. 1494 LCO No. 5192 2 of 2 Commissioner of Energy and Environmental Protection, may adopt 16 regulations, in accordance with the provisions of chapter 54 of the 17 general statutes, to implement the requirements of this section. Such 18 regulations may include, but shall not be limited to, additional measures 19 that a water company may undertake to achieve a PFAS level of twenty 20 parts per trillion or less. 21 This act shall take effect as follows and shall amend the following sections: Section 1 from passage New section Statement of Purpose: To require water companies to test for PFAS levels and take remedial action when such test reflects certain levels of PFAS in such water supply.
