Researcher: DD Page 1 4/16/25 OLR Bill Analysis sSB 1494 AN ACT CONCERNING REMEDIATION AND TESTING FOR PFAS IN CERTAIN WATER SUPPLIES. SUMMARY This bill requires the existing Connecticut Interagency PFAS (perfluoroalkyl and polyfluoroalkyl substances) Task Force to do the following: 1. by July 15, 2025, identify funding sources for remediating municipally owned wells that the departments of Energy and Environmental Protection (DEEP) or Public Heath (DPH) determine exceed the U.S. Environmental Protection Agency’s PFAS limits as of the bill’s passage, and 2. accelerate the phase-based approach to testing municipal-, private-, and water company-owned drinking water supplies described in the task force’s PFAS Action Plan from November 1, 2019. EFFECTIVE DATE: Upon passage BACKGROUND Connecticut Interagency PFAS Task Force Established in 2019 by the governor, this task force is led by DEEP and DPH and was required to deliver a PFAS Action Plan with a comprehensive strategy to: 1. minimize human health risk for Connecticut residents; 2. minimize future releases of PFAS to the environment; and 3. identify, assess, and clean up historic PFAS releases. The task force plan, released on November 1, 2019, included a 2025SB-01494-R000710-BA.DOCX Researcher: DD Page 2 4/16/25 recommendation that the state implement a phased PFAS testing program for public drinking water. The plan recommended that this testing be prioritized sources for public drinking water most vulnerable to PFAS pollution, or that serve vulnerable populations (e.g., schools, daycares, and disadvantaged communities).
